I don't think course would be an appropriate name, but yes, a set of guidelines for banking could be established.

I think one of the main aims of the government should be to increase citizenship numbers and maintain them. We should work on promoting Jamzinia; Pictures, videos, friendly messages, posts on forums. Youtube has millions of users, potentially a goldmine for new citizens.

Unfortunately, most of those millions are undesirables. The best way would be to extend into other micronationalists and real life associates.
