The Fourth Klemmen Haus proposals,
The Fourth Klemmen Haus shall exist of three Houses;
- The House of Lords
- The House of Commons
- The House of Klemmen
The House of Lords - The House Of Lords shall be a part of government that allows all Lords (Purchased Land Owners) within Jamzinia to have a seat in Klemmen Haus and ultimately a say on which laws are passed. The House of Lords shall work with the House of Commons in passing and rejecting proposed laws. The number of seats in The House of Lords is not restricted. Each MP in the House of Lords is entitled to one vote when deciding whether a law may be passed or not. The votes will be counted along with the votes of The house of Commons (A house which houses elected MPs.)
Should a law get
over 70% of the votes made by The House of Commons and The House of Lords, then the law will be passed (upon approval of the Monarch). If not, then the law will be rejected, and may not be proposed again until at least 4 weeks has passed.
The House of Commons - The House of Commons shall be the part of government in which the MPs are elected by the people of Jamzinia. The House of Commons shall work in conjunction with the House of Lords in passing and rejecting proposed laws. Each MP in the House Of Commons is entitled to one vote when deciding whether a law should be passed or not. In order for a law to be passed, it must achieve a total of more than 70% of the votes made by The House of Commons and The House of Lords, and must then have been approved of by the Monarch. The number of MPs in the House of Commons shall be restricted by the following -
Census of under 5 Active People = 2 MPs
Census of 6 - 11 Active People = 4 MPs
Census of 12 - 17 Active People = 6 MPs
Census of 18 - 23 Active People = 8 MPs
Census of 24 - 29 Active People = 10 MPs
Census of 30+ Active People = 12 MPs
The Census shall be taken Monthly, and the number of positions (MPs) allowed in The House of Commons shall be adjusted accordingly. Upon an increase in the number of allowed MPs, a By-election shall take place, where candidates wishing to acquire one of the newly freed seats may put themselves up for an election just for that seat rather than a general election.
MPs in the House of Commons are entitled to -
- Propose new laws
- 1 Vote in deciding approval of new laws
The Prime Minister is head of the House of Commons and may do the following (in his term of office) -
- Call for a general election
- Propose new laws
- Call referendums
The House Of Klemmen -
The House Of Klemmen shall consist of the following -
- The Monarch
- The Previous Monarch
- Jamzinian Lion Order Holders
The House of Klemmen are responsible for the judicial system, and it's appointment of judges. Each member of the House of Klemmen is entitled to one vote on issues proposed for the judicial system. 2/3 are required for the change to be made.
ElectionsElections shall be responsible for appointing the Members of Parliament who are in The House of Commons. Rather than having partys, candidates are to stand individually. Votes are cast by
all citizens of Jamzinia. Each citizen must state a first choice candidate and a second choice candidate. A first choice vote gets a candidate two points. A second choice vote gets a candidate one point. The candidate with the most points overall is Prime Minister, and the candidates closest to him in teh votes will fill the available MP positions in the House of Commons depending upon the available ammount of seats. These General elections are to be held once a month - On the first of every month.
By-elections will take place for
one seat when an existing MP quits or is dissmissed by referendum, or if a new seat becomes available. By-elections will take place in the same way as the General elections (using the one and two point system), except this time, the top candidate is awarded the seat up for grabs rather than the position of PM.
