I present to you the written proposal of the second Constitution Of Jamzinia. May it be reminded;
"Each member of parliament has one vote on each proposed act and amendment. No comments may be made on the amendments or acts in this house, an occurrence of such may result in the vote of that person being invalid. Members of parliament vote by either replying "Approve" or "Disapprove"."
The closing date for this vote shall be midnight on 1 June 2007. Any votes taken place after that will be invalid.

In the name of our great nation, Jamzinia, I King James I hereby enact the following in this, the second constitution of Jamzinia;
Article One : The Nation Of Jamzinia
The nation of Jamzinia is a micro-nation, formed on 12 August 2005 by King James I. Jamzinia is to remain as an online community until a day comes where an opportunity to acquire any form of reasonable land arises. It is important to state that should an opportunity such as this arise in the future, it is recommended that the leaders and citizens grasp it with both hands and make a push to settling down as a community. The nation of Jamzinia unites people from all over the world with the same aims of being part of a trusting and friendly community.
Article Two : The Principles Of Jamzinia
The Principles of Jamzinia are traditionally to grip hold of the aim to create a close and trusting community of friends. The people of Jamzinia are to see that their citizenship of Jamzinia is a friendship with every other citizen. Citizens are expected to be honest, friendly, non-threatening, kind, and loving to their fellow citizens. Loyalty to Jamzinia and the crown shall help to bind Jamzinia and it’s citizens together.

The people of Jamzinia are those classed as citizens. Citizens are those who’s names are registered in ‘The Great Jamzinian Residency Office’. The people of Jamzinia are expected to act in a way that will not damage the name of Jamzinia nor the nation itself. An act against the nation will be considered an act against everyone of Jamzinia. Therefore, it is important for citizens to be strong willed in their loyalty to the nation. Loyalty to the nation and the crown is loyalty to your fellow citizens.
Article Four : Customs & Traditions
The customs and traditions of Jamzinia include the items that contribute to Jamzinia being unique as a nation. Items of a patriotic nature are also included within the customs and traditions.
The Jamzinian National flag shall be the Jamzinian Lions flag. This consists of a white a red horizontally striped background, with two black Jamzinian lions on either side of a crown that rests in the center of the flag. The crown represents the Jamzinian monarchy. The lions represent the courage of our citizens. The red and white background represents peace that we hope to achieve (white), and the blood that has been lost in previous world wars, to remember those who were left behind. (red)
The Jamzinian National Anthem is “I Vow To Thee My Country”. The lyrics of the song remind us of the loyalty we should show to our nation of Jamzinia. An additional national anthem is “Proud”, which was the original.
Jamzinia has two primary mottos, “absens haeres non erit” - (An absent person will not be an heir), and “ad honorem” - (To the Honor).
The national language of Jamzinia is English, and the currency used in Jamzinia is the Jamzinian Dollar. The Jamzinian Dollar may also be written as JD$ shorthand. The national religion of Jamzinia is Christianity. Although, Spiritualism is also approved of. Religions of a different nature may only be practiced within Jamzinia providing permission has been sought from the Monarch. National holidays may be declared by the monarch.

The calendar used in Jamzinia may be one of either the Georgian calendar, or the Jamzinian Calendar. The Jamzinian Calendar has fourteen months;

Article Six : The Government
The government of Jamzinia shall be known as ‘Klemmen Haus’ or ‘The Houses Of Jorvic’. The government shall consist of two houses; ‘The House Of The Interior’, and ‘The House Of The Exterior‘. The House of the Interior is one of two parliamentary divisions of the government of Jamzinia. The House of The Interior houses heads of parliamentary divisions who have been awarded either The Public Seal of Approval or The Monarch's Seal of Approval. The house exists primarily for discussion regarding the direction of the nation including the review and creation of new and present laws. No acts can be passed solely by The House Of The Interior. Discussion takes place in The House Of The Interior then should the topic of discussion be of the proposed amendment or creation of an act, it shall be handed to The House of the Exterior. This is to only be done once the debate has finished in The House Of The Interior. This allows all members of government to express their views and suggestions before a draft is created.
Once a proposed amendment or creation of an act is handed over to The House Of The Exterior, the Monarch is to create a written proposal of the said act or amendment. The members of the House Of The Exterior then vote on the act or amendment. Each member of the Interior is also a member of the Exterior, and is entitled to one vote per proposed act/amendment. The vote is to last one week. However, this is to be extended should at least 25% of government members able to vote fail to do so. It is at the discretion of the monarch as to how long the time shall be extended by. The House of The Exterior is the only house which may pass acts, pending the Legislative Seal of Approval by the monarch . Should a proposed act or amendment be agreed to, by the majority of the House Of The Exterior in a vote, the proposal will be passed to the monarch who may then officially approve or disapprove of the act/amendment. A disapproval will result in the proposal being sent back to the House Of The Interior for further discussion. It is then up to the Prime Minister whether he wishes to put forward an amended proposal to the House Of The Exterior once more, where the process continues. A majority vote in The Exterior is classed as anything over 50% in the favor of the decision.
Debates in the House of the Interior take place as often as the situation requires. Any of the ministers who are members of the house may begin a new debate on a new issue at any time. To do this a new topic must be posted in the house entitled "Debate RE- 'SUBJECT HERE'" The debate must also include an introduction including a detailed account of what the debate is about and what the proposed aim of the debate is for. All discussions taken place in the house are expected to be written in a formal format with relatively accurate grammar and punctuation.
Members of the House of the Interior and Exterior are appointed through either being awarded ‘The Monarch’s Seal Of Approval’, or ‘The Public’s Seal Of Approval’. The Monarch’s Seal of Approval is only given to long serving or honoured citizens. The aim of the Monarch’s Seal of Approval is to ensure those loyal citizens deserving of a government place are not overlooked in a public vote. The Public’s seal of approval sees the public vote upon a series of trusted candidates forwarded by the monarch. The candidate with the most votes after 7 days is given the Public Seal Of Approval. There is then a further vote to decide upon which government department he/she is to be placed.
The Prime Minister is to be classed as a head of a government department, and is therefore under the same status as such. However, the Prime Minister is to have powers to request a referendum to remove a member of government. The referendum is to be created by the Prime Minister on the forums of Jamzinia. The monarch may reject the request if he deems it unnecessary to the welfare and future of Jamzinia. The Prime Minister may also directly forward proposed acts or amendments to The House Of The Exterior.
The creation and dissolution of government departments is at the discretion of the monarch. The Seal Of Approval’s terms last for a duration of one year.
Article Seven: The Monarch & His Powers
The Reigning Monarch of Jamzinia shall be given the title of King/Queen, depending upon their gender.
The government of Jamzinia shall exist alongside the monarchy to form Klemmen Haus (Houses Of Jorvik). The Monarch may reject new and amended acts regardless of the result in the House of The Exterior, and Interior. The Monarch may not independently pass new or amended acts without the approval of the House Of the Exterior. The partner of the Monarch will hold the title of either King, Queen, Prince, or Princess depending upon the gender of the reigning monarch. The partner to the monarch has no formal powers over the government nor the citizens of Jamzinia.
The Monarch may promote appointed citizens to join the Royal Family, he may also name a heir to the throne should he no longer be able to carry out his duties in future; this includes death, abdication, or illness that prevents him from continuing his duties to a reasonable standard. Should a Monarch leave the throne, having not named a heir, it shall be the Prime Minister’s role to organize a referendum to determine whether the state shall continue the monarchy, or whether a President is to be elected. In either case, a further referendum is to be held to determine who the newly elected King or President is to be. Candidates must have held Jamzinian citizenship at the time of the Monarch’s leaving. The aforementioned referendums must be carried out on the Jamzinian forums in the form of a posted topic. Votes must be cast in form of a reply to the topic, for all to see. This shall deter any form of corrupt behavior that may occur otherwise. In the case of a President being elected, it shall be him/her who shall assume the responsibilities previously held by the monarch. The constitution shall adapt to accommodate for this change by assuming the president legally has the same role as the previous monarch. Should a referendum fail to be held within four weeks of the leaving of the monarch, any citizens holding the Jamzinia Lion Order must then contact one another and arrange for a referendum to be held.
In the event of the national forums being destroyed whilst there is no monarch on the throne, King James I pledges full consent to the Prime Minister to set up a new forum. The new forum shall hold the referendums, and full power of the admin shall be handed over to the newly elected Monarch or President.

Acts passed by the House Of The Exterior are to work retrospectively, thus not requiring the dissolution of contravening past acts. The ‘Acts’ passed shall, along with this constitution, form the basis of law in Jamzinia.
Article Nine : Land Based Morals
Should the future ever see Jamzinia acquire some land and attempt to settle on it, the Monarch along with the House Of The Exterior must work together to pass an act outlining the basics of the land based government system. This act shall be named the “Land Based Morals Act”. The newly formed government system is to then work on passing the other various acts that shall be required for the basic structure of Jamzinia to be formed. Any future acts of this nature must take this constitution, it’s philosophy and it’s morals into consideration, forming at least a somewhat recognizable state.
