We could build on the family heritage side of things, through looking at other ways to build family identitys. It would be an interesting and unique item to look into.

They can indeed. Those citizens not belonging to a family may be invited to join an existing one. It is down to the head of the family to present them with a place in the family tree, providing it works retrospectively of course.
